After the NEET UG result, every medical aspirant in Maharashtra has two counselling processes to think about: the All India Quota run by the Medical Counselling Committee (MCC), and the Maharashtra state quota run by the State CET Cell. For most Maharashtra students, the state quota is where the majority of realistic seats are. This guide explains Maharashtra NEET counselling in simple steps for students and parents in Nagpur and across the state.
Who conducts Maharashtra NEET counselling?
The State Common Entrance Test Cell, Maharashtra, conducts the Centralised Admission Process (CAP) for the state quota seats, working with the Directorate of Medical Education and Research (DMER) and, for AYUSH courses, the Directorate of AYUSH. All official notices, the information brochure, merit lists and allotment results are published on the State CET Cell website, cetcell.mahacet.org.
Which seats are filled through state counselling?
- 85% of seats in Maharashtra government and government-aided medical and dental colleges (the remaining 15% are All India Quota seats filled by MCC).
- Seats in private medical and dental colleges in the state, under the categories defined for that year.
- AYUSH courses: BAMS (Ayurveda), BHMS (Homoeopathy), BUMS (Unani), through a separate AYUSH CAP.
- Some allied and health science courses use NEET scores too; check the CET Cell notices for the current year.
Seats in deemed universities and central institutions such as AIIMS and JIPMER are filled through MCC, not through Maharashtra state counselling. For a quick comparison of the two, read our post on All India Quota vs state quota.
Who is eligible for the Maharashtra state quota?
Maharashtra state quota seats are for Maharashtra candidates as defined in that year's information brochure. The conditions are usually linked to Maharashtra domicile and to passing Class 10 and Class 12 from a school or college in Maharashtra, with some exceptions (for example, children of certain government employees transferred into or out of the state). Since the definition can change, read the eligibility section of the current brochure before you register.
You must also have qualified NEET UG with the minimum percentile for your category, and meet the Class 12 subject and marks requirements.
Maharashtra NEET counselling process, step by step
- Registration: create an account on the State CET Cell portal, fill in your NEET details, upload documents and pay the fee. MBBS/BDS and AYUSH courses can have separate registrations, so make sure you register for every course group you are interested in.
- Document verification: documents are checked online or at a facilitation centre, depending on the mode announced that year.
- Provisional merit list: check your rank, category and other details, and report any mistake within the grievance window.
- Final state merit list: this is the list used for seat allotment.
- Choice filling: list colleges and courses in order of preference.
- Seat allotment rounds: usually two or more CAP rounds, a mop-up round and a stray vacancy round, as the schedule for the year sets out.
- Reporting: accept the seat, report to the allotted college with original documents and fees by the deadline.
How choice filling works
Choice filling decides your result as much as your NEET score. Seats are allotted in order of merit, and for each candidate the system checks your choices from the top down, giving you the highest choice that still has a seat in your category. A few practical rules:
- Use the previous year's closing ranks for each college and category, published by the State CET Cell, as a guide.
- Place government colleges, which have much lower fees, carefully against private colleges whose fees can run into lakhs per year.
- Include enough realistic and safe choices so that you are not left with no seat.
- Read the rules on upgrading, freezing and resigning a seat for the year, as they differ between rounds and can involve forfeiting a deposit.
- Keep track of the MCC All India Quota schedule at the same time, and know which seat you will keep if you are allotted seats in both.
Documents commonly needed
- NEET UG admit card and scorecard.
- Class 10 and Class 12 mark sheets and passing certificates.
- Birth certificate or school leaving certificate.
- Nationality and Maharashtra domicile certificate.
- Caste certificate, caste validity certificate and non-creamy layer certificate, where applicable.
- EWS certificate, if claiming EWS seats.
- Aadhaar card, photographs and any other documents listed for special categories (for example PwD, defence or minority claims).
Start collecting certificates as soon as NEET is over. Caste validity and non-creamy layer certificates in particular can take weeks.
MBBS, BDS, BAMS or BHMS: how to decide
If your rank is not in the MBBS range, BDS, BAMS and BHMS (see career options after 12th Science) are respected professional degrees with their own career paths, including private practice, government jobs and postgraduate study. Look at your rank, budget, interest in the subject and the kind of work you want to do every day. Choosing a course only because the seat is available, without understanding the career it leads to, is the most common regret we see.

Is BAMS and BHMS counselling separate from MBBS?
AYUSH courses (BAMS, BHMS, BUMS) are allotted through their own CAP in Maharashtra, with their own merit list and rounds. Check the brochure for the year to see whether a separate registration is needed.
