After the NEET UG result, the first question most families ask is: should we go for All India Quota or State Quota? The honest answer is usually both. They are two separate counselling processes, run by different authorities, for different seats. This guide explains the difference simply, so you can plan your choices with confidence.
The two counselling systems at a glance
- All India Quota (AIQ) counselling is conducted by the Medical Counselling Committee (MCC) on mcc.nic.in.
- State Quota counselling is conducted by each state's own authority. In Maharashtra it is the State CET Cell (cetcell.mahacet.org).
- You register separately for each, follow separate schedules and get separate allotments.
Which seats come under All India Quota?
- 15% of MBBS and BDS seats in government medical and dental colleges across most states.
- All seats in deemed universities.
- Seats in central institutions and universities as notified each year, such as AIIMS, JIPMER and central universities.
- Other special categories notified by MCC for the year.
Any student who qualifies NEET UG and meets the eligibility conditions can apply for AIQ seats, whichever state they are from.
Which seats come under State Quota?
- The remaining 85% of seats in the state's government medical and dental colleges.
- Seats in private colleges of that state, under the categories the state defines.
- AYUSH courses (BAMS, BHMS, BUMS) through the state's own AYUSH counselling.
State quota seats are mainly for that state's own students, based on domicile and schooling conditions set by the state. For Maharashtra's rules and process, read our detailed guide to Maharashtra NEET counselling.
How MCC (All India Quota) counselling works
- Registration and fee payment on mcc.nic.in.
- Choice filling and locking for colleges and courses.
- Seat allotment in rounds (in recent years: Round 1, Round 2, Round 3 and a Stray Vacancy round).
- Reporting at the allotted college within the deadline, with original documents.
MCC also takes a registration fee and a security deposit, and the rules on whether the deposit is refunded depend on how and when you leave a seat. Read the current year's information bulletin carefully before every round.
AIQ or State Quota: which is better?
Neither is better for everyone. For many students the state quota gives more realistic chances because competition is limited to students from the same state and there are more seats. All India Quota gives access to strong colleges in other states and to deemed universities, which usually have much higher fees. The smartest plan is to take part in both, with a clear order of what you would prefer if you get seats in both.
Common mistakes to avoid
- Registering for only one counselling and missing a seat in the other.
- Not understanding the exit and upgrade rules, and losing a seat or a security deposit.
- Filling deemed university choices without checking the total fees for the full course.
- Missing reporting deadlines when allotments in MCC and state rounds overlap.
Frequently asked questions
What is the difference between All India Quota and State Quota?
AIQ covers 15% of government seats nationally plus deemed and central institutions, through MCC. State Quota covers the remaining 85% of government seats and private seats in that state, through the state authority.
Can I apply for both All India Quota and State Quota?
Yes, if you are eligible for both. Most students should, and then follow the rules for keeping or leaving a seat carefully.
Are BAMS and BHMS seats under All India Quota too?
AYUSH courses have their own counselling: AIQ AYUSH seats through the national AYUSH counselling committee, and state seats through the state. Check the official notices each year.
